Preheat the oven to 350 degrees. Grease and 8x8 or 9x9 baking pan with cooking spray.
Melt the butter and let cool.
In a large bowl, combine the vegetable oil, Guinness beer, sugar and vanilla extract.
Add the butter and mix until combined.
Add the 2 eggs and mix until combined.
In a small bowl, combine and flour and cocoa powder. Slowly add to the bowl with the wet ingredients. Mix well to combine.
Pour the batter into the prepared baking dish and spread into an even layer. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean. Let cool.
Once the brownies have cooled, make the ganache (see below for ingredients). Add the chocolate chips and butter to a microwave safe bowl. Microwave on high for 30 seconds, then stir, then continue to microwave in 30 second intervals until completely melted.
Add the Guinness and stir to combine.
Add the powdered sugar and stir to combine, until smooth.
Pour the ganache over the brownies and spread into an even layer. Place on the counter or in the fridge to let the ganache set.
