Place the chicken in a large bowl. Drizzle with olive oil and sprinkle with salt and pepper, to taste. Toss to coat.
Place the chicken on the baking sheet in an even layer. Bake for 40-45 minutes or until cooked through, flipping halfway.
While the wings are baking, make the sauce. Add the orange juice, orange zest, garlic chili sauce, water, soy sauce, sugar, apple cider vinegar, rice wine, and cornstarch to a saucepan. Whisk to combine. Bring to a boil. Reduce the heat to medium and simmer for about 10-15 minutes. The sauce will start to thicken.
When the wings are done, remove from the oven and place in a large mixing bowl. Pour the sauce over the top and toss to coat.
Serve immediately. Pairs well with a side of cilantro lime rice.
