Start by preheating the oven to 350 degrees F and grease an 11×17 baking pan (a jelly roll size).
Add the eggs and sugar to the bowl of a stand mixer and beat until well combined and fluffy. Then, add the pumpkin and oil and beat until well combined.
In a separate mixing bowl, combine the dry ingredients, flour, baking powder, baking soda, salt, cinnamon, and pumpkin pie spice. Slowly pour the dry ingredients into the wet ingredients with the mixer on low speed and continue to mix until incorporated. Do not overmix.
Pour the mixture onto the greased baking pan and spread to the sides. Bake for 20-25 minutes or until a toothpick inserted in the center comes out clean. You don’t want to overbake, and these don’t take long as they are a bit thinner due to the size of the pan. Remove from the oven and let cool completely.
Once cool, make the cream cheese frosting. Add the cream cheese and butter (both softened) to the bowl of a stand mixer and beat until well combined. Add the milk and vanilla and beat again. Add the powdered sugar, one cup at a time and beat again, until well combined and smooth. You might need to add additional milk (I did) to help thin out the frosting to reach your desired consistency. Do this, about 1 Tsp at a time, with the stand mixer running, until the frosting is to your liking. Then, spread evenly over the bars.
